Discussion on Open Data Day program

Like many countries across the globe, International Open Data Day 2018 was also observed in Bangladesh with 17 Community Radio Station level in rural Bangladesh on 3rd March 2018 with support from Open Knowledge Bangladesh and Bangladesh NGOs Network for Radio and Communication (BNNRC). The day was observed at a special event in 17 districts with local civil society representative.

This year, community radio stations are preparing them for celebrating the OPEN DATA DAY 2018 in line with the Open research data, Tracking public money flows, Open mapping and Data for equal development. On this occasion, Community Radio stations will arrange a colorful rally, Radio talk show, Magazine program etc. The representative from media, practitioners, civil society members, administration, and delegates from the different level of the society joining the event. To celebrate the day published a booklet and leaflet about the day in the Bengali language in line with the theme.

AHM Bazlur Rahman, CEO of BNNRC said, This year one of our major focus to know how our government spends money. Our 17 local community radio station arrange the program in our station and share the theme with our guests and others.

Discussion about Open Data Day

With the support from BNNRC and Open Knowledge Bangladesh,  all 17 Community Radio stations namely – Community Radio Padma 99.2, Community Radio Nalta 99.2, Community Radio LokoBetar 99.2, Community Radio Pollikantha, Community Radio SagarGiri 99.2, Community Radio Mohananda 98.8, Community Radio Mukti 99.2, Radio Chilmari 99.2, Community Radio Jhenuk 99.2, Community Rural  Radio Krishi Radio 98.8, Community Borendro radio 99.2, Community Radio Naf 99.2, Community Radio Sundarban 98.8 and Community Radio Bikrampur 99.2, Community Radio Meghna, Community Radio Sagardwip and Community Radio Sarabela celebrated open data day for the first time.

In every event, community radio station head discussed various topics and issues of Open Data. This year our focus on Open research data, Tracking public money flows, Open mapping and Data for equal development. These included talks on what Open Data is, how it works, where Bangladesh fits in, etc. Aside from this, those interested to work with open data were introduced to various tools of Open Knowledge. Firoz Chowdhury, Faculty of State University of Bangladesh and Editor of Campus2Career24.com, and Nurunnaby Chowdhury (Hasive), Ambassador, Open Knowledge Bangladesh, discussed various topics and issues of Open Data. শুভজিত গঙ্গোপাধ্যায়

অসুস্থ অবস্থায় খুব সংক্ষিপ্ত সময়ে মাত্র ৩০ বছর বয়সে মারা গেছেন শুভজিত গঙ্গোপাধ্যায়। গত ৭ এপ্রিল, স্থানীয় সময় সকালে তাঁর নিজের বাড়ি ভারতের কলকাতার একটি হাসপাতালে মারা যান তিনি। তার এ চলে যাওয়া তার পরিবার এবং প্রিয় মানুষদের পাশাপাশি তার সহকর্মী এবং আন্তর্জাতিক ওপেন ডেটা এবং ওপেন নলেজ কমিউনিটির কাছে প্রচন্ড দু:খজনক ঘটনা।

নিজের কাজের এবং ব্যক্তিগত সময়ের মধ্যেই ওপেন ডেটা, ওপেন সায়েন্স এবং ওপেন এডুকেশন, বিষয়ে কাজ করার পাশাপাশি কমিউনিটিতে এ বিষয়ে সচেতনতা এবং কমিউনিটি তৈরির ক্ষেত্রে পরিচিত মুখ ছিলেন। অতি সম্প্রতি তিনি সফল ভাবে মূল আয়োজক হিসেবে করেছেন ইন্ডিয়া ওপেন ডেটা সামিট  এবং ভারতের স্থানীয় শহরের জরিপে প্রকল্প প্রধান  হিসেবে কাজ করার পাশাপাশি গ্লোবাল ওপেন ডেটা ইনডেক্সে, তথ্য প্রদান এবং রিভিউয়ার হিসেবেও অবদান রেখেছেন। সারা বিশ্বে কমিউনিটি দ্বারা পরিচালিত এ ধরনের এ কার্যক্রমে বিভিন্ন ধরনের ডেটা সাধারণ ব্যবহারকারীদের জন্য কতটা উন্মুক্ত সেটি তুলে ধরা হয়েছে। এর বিষয় ছিলো: রাজনৈতিক স্বচ্ছতা এবং জবাবদিহিতা।

গত দুই বছর ধরে ওপেন নলেজ ভারতের স্থানীয় গ্রুপ তৈরি এবং স্বেচ্ছাসেবী হিসেবে সমন্বয়কের কাজ করে আসছিলেন। পাশাপাশি ওপেন ডেটা নিয়ে কাজ করছেন এবং বিভিন্ন গ্রুপের সঙ্গেও যৌথভাবে সমন্বয়ের কাজ করছিলেন তিনি। গত বছর তিনি ফেলো কমিউনিটি নেতা হিসেবে জার্মানির বার্লিনে অনুষ্ঠিত ওপেন নলেজ উৎসবে  যোগ দেন এবং ভারতের পাশাপাশি এশিয়া প্যাসিফিক অঞ্চল এবং গ্লোবালি ওপেন নলেজ এবং ওপেন ডেটা সংক্রান্ত কাজে যুক্ত থাকা এবং নেতৃত্ব দেয়ার বিষয়েও আলোচনা করেছিলেন।

তার আকস্মিক মৃত্যুর খবর জানার পর থেকেই গত কয়েক দিন ধরেই নানা ধরনের বার্তা পাচ্ছি আমরা। শুভজিতের কাজ নিয়ে কমিউনিটির নেতা এবং সদস্যরা নিজেদের নানা মতামত এবং তাকে স্মরণও করছেন। তার এমন চলে যাওয়াটা সত্যিকার অর্থেই দারুন এক শূন্যতা সৃষ্টি করেছে এবং আমাদের সারা বিশ্বের  এ কমিউনিটির জন্যই এটা বড় একটা ক্ষতি।

আমাদের এ স্মরণ এবং চিন্তাধারা তার পরিবার এবং প্রিয় মানুষদের জন্য। আমরা আশা করছি তার কাজ এবং লক্ষ্য সারাবিশ্বের এ কার্যক্রমগুলোর সঙ্গে জড়িত সকলের জন্য একটা দারুন উদাহরণ হয়ে থাকবে। শুভজিতের আত্মা শান্তিতে থাকুক।

Jabed Morshed Chowdhury, Joint Secretary of BDOSN and Bangla administrator of Google Developer Group, and Nurunnaby Chowdhury Hasive, Ambassador, Open Knowledge Bangladesh, discussed various topics and issues of Open Data. Dr. Md. Didarul Alam Chowdhury is currently the Director of Nuclear Safety, Security and Safeguards Division of Bangladesh Atomic Energy Commission (BAEC) with a long background of scientific research mainly carried out at the Institute of Nuclear Science and Technology. He received B.Sc. and M. Sc. Degrees in Chemistry from the University of Chittagong, Bangladesh. After completing his M .Sc, he joined Bangladesh Atomic Energy Commission in 1982 as a researcher. Dr. Chowdhury obtained his M. Eng. (1994) and Ph.D.(1997) degrees from the Graduate School of Engineering, Kagoshima University, Japan. He developed his research career in the areas Nuclear and Analytical Chemistry. His current research interests include Solid Phase Extraction (SPE) and nano-material deposition studies for fuel cell fabrication. Throughout his long professional career, Dr. Chowdhury supervised a large number of M. Sc. and Ph D students s and authored 46 scientific publications. He also works as a Guest Teacher and an Examiner for the Department of Environmental Sciences, Jahangirnagar University, Dhaka.

‘Zero to Infinity Talks’ is a fortnightly lecture series arranged by monthly science magazine ‘Zero to Infinity’. The Program is powered by ET Tech Limited. Inspired by Open knowledge Foundation. Other partners are Ezze Technology, Fortune Tech, and Society for Science Popularization, Bangladesh.

What’s the best way to take control of your own life and push yourself against boundaries? How actually the brain of successful minds works? Is it like that, successful people tend to focus on growth, solving problems and self-improvement, while unsuccessful people think of their abilities as fixed assets and avoid challenges?  These were the hot topics of last ‘Zero to Infinity Talks’. The heading was ‘The Secret Pattern of Successful Minds’. Speaker Mahmudul Hasan Sohag, the Chairman of Onnorokom Group, is a successful entrepreneur who is the founder of 10 successful companies of Bangladesh.

The talk was held at 04 September, 2014 in Dhaka University Microbiology auditorium. Around 150 students of different universities was present there. The talks was divided in two session. In first session, speaker delivered his lecture around 40 minutes. In next 30 minutes an interactive Q/A session was going on. At the end of the program Mr. Abdullah Al Mahmud, the editor of Zero to Infinity awarded a crest to the speaker.

The previous episodes of Zero to Infinity Talks were on various topics. Such as particle physics – ‘Infinity to Zero: A Tale of Particle Physics.’ Speaker Dr. Arshad Momen, Professor & Chairman, Department of Theoretical Physics, University of Dhaka. Dr. Arshad Momen completed his Ph. D. from Syracuse University, NY, USA, was a research fellow at Oxford University in the Theoretical Physics. Also a visiting scientist at CERN, ICTP.

Lectures also held on The Response of Bangladesh and Ganges-Brahmaputra Delta to Sea Level Rise. Speaker Dr. Dipen Bhattacharya is a Research Physicist at University of California, Riverside, and Professor at Riverside Community College, USA. He was also a former research fellow, NASA Goddard Space Flight Center.

জ্ঞান হবে মুক্ত, তথ্য হবে সবার জন্য, থাকবে সবার হাতের নাগালে। আয়োজনের মূল বিষয় এমনই। জেনেভায় পৌঁছেই এসব বিষয়ে বাংলাদেশের প্রেক্ষাপট থেকে কী বলা যায়, তা ভাবনায় ছিল। জেনেভার সেন্টার ইন্টারন্যাশনাল ডি কনফারেন্সে (সিআইসিজি) লাল-সবুজ টি-শার্ট পরে গেলাম। ফলও পাওয়া গেল হাতেনাতে। মুক্ত জ্ঞান (ওপেন নলেজ) নিয়ে সম্মেলনের আয়োজক ওপেন নলেজ ফাউন্ডেশন নেটওয়ার্কের (ওকেএফএন) সহ-প্রতিষ্ঠাতা ও পরিচালক রাফিউস পোলক বুকে টেনে নিলেন আমাকে! বললেন, ‘আর ইউ কাম ফ্রম বাংলাদেশ?’ অভিভূত আমি মাথা নেড়ে সায় দিলাম। পোলক খুশি, বললেন, ‘তোমার টি-শার্ট দেখেই বুঝতে পেরেছি।’ বোঝা গেল পোলক বাংলাদেশের খোঁজখবর রাখেন। এর পরই ওকেএফএনের অনেকেই এসে পরিচিত হতে লাগলেন। সাম্প্রতিক সময়ে বাংলাদেশে তৈরি পোশাকশিল্পের ভয়াবহ দুর্ঘটনা বিশ্বব্যাপী আলোচিত। তাই তিন দিনের ওপেন নলেজ সম্মেলনে এ নিয়ে কথা বলার জন্য একটা প্রস্তুতি আগে থেকেই ছিল। বিভিন্ন দেশের তৈরি পোশাক শিল্পের তথ্য ইন্টারনেটে তুলে ধরতে আয়োজন করা হয় বিশেষ তথ্য প্রদর্শনীর (ডেটা এক্সপিডিশন)। সম্মেলনের পাশাপাশি চলেছে এ প্রদর্শনী। এতে আলোচনা করা হয় কীভাবে তৈরি পোশাকশিল্পের তথ্য ওয়েবে তুলে ধরা যায়, সেই প্রক্রিয়া নিয়ে।এখানে বাংলাদেশের নাম বিশেষভাবে উঠে আসে। এ নিয়ে হয় আলোচনাও।

বাংলাদেশে ওকেএফএনের দূত হিসেবে তৈরি পোশাকশিল্প নিয়ে একটি উপস্থাপনা দিতে হয়। যাতে আমাদের তৈরি পোশাকশিল্পের অবস্থান সম্পর্কে বিস্তারিত তুলে ধরার চেষ্টা করি। তবে সূত্র উল্লেখ করতে গিয়ে যখন বাংলাদেশে তৈরি পোশাক প্রস্তুত ও রপ্তানিকারক সমিতির (বিজিএমইএ) ওয়েবসাইটে যাওয়া হলো, তখন দেখা গেল এই সংগঠনের সদস্য অর্থাৎ তৈরি পোশাক কারখানার মালিকদের বিস্তারিত তেমন তথ্য নেই। তথ্য না থাকায় অন্যদের সামনে বেশ বিব্রতই হতে হলো!

১৬ থেকে ১৮ সেপ্টেম্বর সুইজারল্যান্ডের জেনেভায় অনুষ্ঠিত হয়েছে এই সম্মেলন। পুরো সম্মেলনে উল্লেখযোগ্য একটা ঘটনা ছিল সুইজারল্যান্ড সরকারের নিজস্ব সব তথ্য মুক্ত করে দেওয়া। তথ্যগুলো http://opendata.admin.ch ঠিকানার ওয়েবসাইটে আছে। যে কেউ এগুলো ব্যবহার করতে পারবেন। ওকেএফএন এবং ওকেএফএন সুইজারল্যান্ড আয়োজিত মুক্ত জ্ঞানের এ আসরের স্লোগান ছিল ‘ওপেন ডেটা—ব্রড, ডিপ কানেক্টেড’। এবারই প্রথম বাংলাদেশ এ সম্মেলনে যোগ দেয়।

নানা আয়োজনে ভরা

তথ্য যাতে সবার হাতের নাগালে থাকে এবং সহজেই ব্যবহার করা যায়, এমন পদ্ধতিতে থাকতে হবে। অর্থাৎ তথ্য যিনিই যেভাবেই দেন না কেন, সেটি যেন সহজে পাওয়া যায়। এবারের আয়োজনে ওপেন ডেটা নিয়ে সেমিনার ও কর্মশালায় এ বিষয়ে জোর দেওয়া হয়। তথ্যকে সহজে ইন্টারনেটের মাধ্যমে সবার কাছে তুলে ধরার এ প্রক্রিয়ায় সাধারণ ব্যবহারকারীরা যাতে দ্রুত ও সহজে তথ্য পেতে পারে, সে বিষয় নিয়ে আলোচনা করেন ওপেন ডেটা বিশেষজ্ঞরা। আর তাই তিন দিনের পুরো আয়োজনে জনগণের জন্য কীভাবে সহজেই সরকার এবং সরকারি তথ্যগুলো সহজে ব্যবহার-উপযোগী করা যায়, তা নিয়ে ছিল কারিগরি কর্মশালা। এসবের মূল বিষয়গুলো ছিল মুক্ত বিজ্ঞান ও গবেষণা, ডিজিটাল সামাজিক উদ্ভাবন, মুক্ত শিক্ষা, মুক্ত সংস্কৃতি, ক্রিয়েটিভ কমন্স ইত্যাদি। ওকেএফএনের প্রধান নির্বাহী লাউরা জেমস জানান, মুক্ত জ্ঞানের পরিধি বাড়াতে সারা বিশ্বেরই প্রয়োজন এ কাজের বিষয়গুলোকে ছড়িয়ে দেওয়া।

অংশগ্রহণকারীদের কথা

আয়োজনটা ছিল মুক্ত জ্ঞান, উন্মুক্ত সোর্সকোড নিয়ে কাজ করেন এমন ব্যবহারকারী, গবেষক এবং আন্দোলনকারীদের (অ্যাক্টিভিস্ট) জন্য। আর তাই সম্মেলনে বিশ্বের বিভিন্ন দেশের সরকারি শীর্ষ কর্মকর্তারা যেমন ছিলেন তেমনি ছিলেন গবেষক, উদ্যোক্তা, ডেটা বিশেষজ্ঞ, ইউএনডিপি, ইউনিসেফ, ইউনেসকো, বিশ্বব্যাংকসহ আন্তর্জাতিক বিভিন্ন সংগঠনের প্রতিনিধিরাও। রাফিউস পোলক বলেন, ‘বিশ্বের বিভিন্ন দেশে বর্তমানে ওপেন ডেটা বেশ শক্তিশালী। আমরা তাই বিষয়টিকে বিভিন্নভাবে সহজে তুলে ধরার চেষ্টা করেছি। তাই সম্মেলনে এ বিষয়ে একাধিক আয়োজন ছিল।’

সম্মেলনে বিশ্বের বিভিন্ন দেশের ওকেএফএন দূতরা অংশ নিয়েছেন। ওকেএফএন ব্রাজিলের দূত এভারটন জেনেলা জানান, ওকেএফএন দূতদের জন্যও এ সম্মেলনে অনেক কিছু শেখার ছিল। সৌদি আরবের যোগাযোগ ও তথ্যপ্রযুক্তি মন্ত্রণালয়ের ই-গভর্নমেন্ট আয়োজনের নলেজ ম্যানেজার আতিফ আবদুল রহমান এবং ফিনল্যান্ডের আইন মন্ত্রণালয়ের ইউনিট অব ডেমোক্রেসির প্রকল্প ব্যবস্থাপক জাক্কো কোরহোনেন সম্মেলনে সরকারি বিভিন্ন কার্যক্রমের বিষয়ে নিজেদের অভিজ্ঞতা বিনিময় করেন।

‘আমরা অনেক দিন ধরেই হংকংয়ে ওপেন ডেটা নিয়ে কাজ করছি। এতে ইতিমধ্যে সাধারণ মানুষ বিভিন্ন সেবা সহজেই পেয়ে যাচ্ছে।’ বললেন ওপেন ডেটা হংকংয়ের পরিচালক মার্ট ভ্যান ডি ভেন।

পরিবহনের তথ্য ও প্রদর্শনী

সম্মেলনের নানা আয়োজনের মধ্যে উল্লেখযোগ্য ছিল ওপেন ট্রান্সপোর্ট ডেটা শীর্ষক আয়োজন। এতে নির্দিষ্ট শহরের সব তথ্য কীভাবে ওয়েবসাইটের পাশাপাশি মুঠোফোনের মানচিত্রের সাহায্যে ব্যবহার করা যায়, তা আলোচনা করা হয়। এ বিষয় নিয়ে দীর্ঘদিন কাজ করছেন ইতালির ওপেন ইনোভেশনবিষয়ক প্রকল্প ট্রেন্টোরাইজের ওপেন ডেটা প্রজেক্ট সমন্বয়ক ফ্রান্সেসা ডি চিয়ারা জানান, এ পদ্ধতিতে যদি শহরের সব ট্রান্সপোর্ট ডেটা ওয়েবে মানচিত্রে যুক্ত করা যায়, নির্দিষ্ট সে শহরের সাধারণ মানুষদের জন্য এটি দারুণ হবে।

Successfully held GNU 30th anniversary with GNU-a-Day in Dhaka. Open Knowledge Foundation Network (OKFnBD) & Bangladesh Open Source Network (BdOSN) jointly arrange this program. Last Sunday this program held BdOSN office. In this program held an open discussion session and show movies on free software. Also discuss about Open Source Software, Open Knowledge, Open data etc. After complete this program a big cake and some snacks available for the participants. In this program Mr. Sawkat Hossain, MD of BD Venture Ltd, Mr. Nurunnaby Chowdhury Hasive, Bangladesh Ambassador of OKFN, Mr. Abu Sayed, President of Mukto Asor, Mr. Promi Naheed Chowdhury, Program Coordinator of BdOSN, Mr. Hasan Mahmud, General Secretary of Bondhushava National Committee, Mr. Rahitul Islam Ruwel, Palash Nandi, Ayub Sarkar, Sazib Mia, Member of OKFnBD also present.
